You do have a basic understanding of medicine. Try to learn something about the sickness, and find the local physician's guild. Suppose, with your rhetoric skill, you could convince the local governments to fund a mass public treatment. Surely, any man who worked for a living would jump to his feet at the sound of that sort of business!

Still, it's best to scope out the political and economic atmosphere before tipping your hand like that.

Quarantine? Oh dear. If news like that isn't getting back to the capital then the nation really is in trouble. Perhaps ask the guards some more questions, like 'how come we haven't heard about this back home?'
