I'm going to rewrite this as:
Fm7, Bb7, Ebmaj9, ??? (could be C6, Amin7, Fmaj9, none make complete sense), Fm7, Bb7, Ebmaj9, F7

The Fm7 Bb7 Ebmaj9 is pretty easy to explain. It's a ii - V - I, a really common progression in both classical music and especially jazz. The 251 is like the most common chord progression there is in jazz.

You can think of all chords as leading to the chord with root a fifth below, especially if they're a dominant chord. Fm7 goes down a fifth to Bb7, the tritone in Bb7 (between D and Ab) is unstable enough to quickly force it down ro Eb, and Eb is nice and stable (it's major, it doesn't have a tritone, was the target of the previous chord which was super unstable), so that feels like the the resting point of the progression.

The Amin7 and F7 are a bit harder to explain, but I'd say they're probably just jazzy chromatic additions to keep things going onto the next repetition and stop it from resting on Eb too long. They're outside the key enough to sound jazzy and interesting, but not so much that they sound completely out of place. (If anybody else has a better explanation for why those two particular chords work well I'd love to hear it!)
