It's probably not going to be a simple substitution, governments don't do that. For all you know, it could be one of those basically-uncrackable encryptive systems, like hashes. It's worth a try, though.

Seconding. If it isn't a substitution, or any sort of basic keyed cipher, then it's probably uncrackable without a dedicated supercomputer. And even if you had one, it would still take a while.

Accept the promotion. Up how hard you are working, these are (presumably) new employers and thus you should try to impress them again. Continue recording the codes, and occasionally try to decode them but overall have them as low priority. I'd suggest trying to get a computer to dedicate to the task for us but something tells me that any computer that could be purchased in this society is probably heavily monitored. This may not be something we want the government to know we know about.

Continue monthly until an event of notice occurs.

EDIT: Since we already have a computer apparently try make sure that the thing physically *does not* have a network card in it. If it does, try to remove it.

Try to get to know some of your coworkers. They might know a guy who knows a guy who knows a guy who know's a guy's sister's hairdresser who knows a guy that could be useful. Otherwise continue as normal, working hard and on monthly until an important event occurs.

The change of frequency may be because someone realizes that someone is recording, or just a frequency shift for the sake of being one. Either way, you probably have enough recordings to be able to decode them, so just record the numbers every week or so from now on.

There are many types of television. 100 units would purchase a fairly small model. 150 units would be more of a moderate size. 300 units would be a fairly large model, where you would begin to have issues finding a place to fit it. A 600 unit model would likely not fit in your current housing. All models can access government channels. When combined with the small computer radio setup, the television's use could cause electricity sort of utility to be charged. It would likely be about 5 units a month for a smaller or moderate television, with increases up to an average of about 11 units for larger televisions.
  • Small TV: 75 units, 3 unit upkeep.
  • Moderate TV: 200 units, 5 unit upkeep.
  • Large TV: 300 units, 8 unit upkeep.
  • Larger TV: 600 units, 15 unit upkeep
