"We have made contact with an indigenous sapient species of a pseudo-reptillian nature. The Protectorate wishes to inquire whether these experiences are shared. If so, we propose an agreement between all colonies to not share, distribute or by negligence facilitate transfer of technology with said species. Inappropriate research distribution can have enormous long-term negative impacts on their societies and potentially our colonies as well (see attachment).
