Nicko is a space ripper and therefore doesn't need to fear burning to death. We would have to fear the guy if he's infected by clockwork so he's best left away from the infection.

Nikki, for reasons already mentioned.
Room 3
One punch, Bob
The people in this room need to be ready for a clockwork threat. Neither One punch nor Bob sleeps, and if kicked out neither is picky.
Room 4
Hasty, Blu
Something could easily sneak into this room via the busted vents, so it shouldn't be for sleeping people.
Room 5
Cea, Cobalt, Shetlock, Andrus
This room needs high speed members to warn others if need be. Andrus was put in as an afterthought.
Room 6
Cleo, Marble, Citrine
Cleo can't really do much, so her room should be defendable. This room locks, Marble is a strong fighter and so is Citrine. Probably. No-one has to leave if Oooo goes in here.

Phlodur
Has a spot open for Blu, Hasty or Oooo.

I should have noted this, whoops, but anyone who is kicked out by Oooo ends up rather sleeping in the hallway then dealing with Oooo again.
Also I will likely be closing answers for this puzzle in an hour, after that we'll vote on what answer we want to take. (I will be labeling what movement Oooo will take in each answer.)

Alternative solution that actually follows the rules (unlike my last one), but is probably equally bad of an idea. Actually, scratch that. The one that breaks every rule possible is probably better than choosing this; there'd be less death that way.

- Cea leaves R5, because he is only with Cobalt
- Phlodor leaves R1, because there are three people
- Ha$ty leaves R1, because nobody is in Blu's Crew in there, and is stuck in hall

- Phlodor goes into either room 1 or 5, because there is only one other person

Yes, I spent hours making this needlessly detailed diagram just because it helps to think visually... shut up.
I based some of this off of stat sheets. The only stat sheets we know of are our crew ( Nikki, Marble, Cea, Cleo), Shetlock, Noverus, and Cobalt. However, Nova and Cobalt aren't moving from their rooms so we can disregard their sheets for the most part, which is lucky since theirs probably changed drastically anyway. Also, we are able to guess Blu's stat sheet due to the fact he is Splendid's OC, and Splendid made a stat sheet for him on Tumblr. While this sheet is old and almost certainly not accurate (as we don't know how much of it was made canon), with it, we can guess a general trend in regards to Blu's stats (for example, we can assume Blu has high charisma).
I started by putting Nikki in Room 2, since this seems to be the consensus and I agree it's a good idea.
All movable characters whose stats we know do not have a strength over 4, except for Marble. If we are forced into a fight, we should have the higher strength characters at the frontlines, namely, Room 3, the room closest to the infection with guns in it. We can assume that Citrine has high strength because I mean look at her she's so buff I love her. But, Fellow has a point in that we should have someone who doesn't sleep in this room, so we shouldn't put both Marble and Citrine in here. Therefore, I propose Citrine and One-Punch. One-Punch looks to have the highest strength of all our robots, and Citrine can be easily woken up in case of an emergency (unlike Marble).
I also agree with Fellow in that Cleo should be protected so I put Marble with her. I chose the bedroom for Cleo because she needs rest. Also, what Fellow said about Cea being in the control room because of Sonny is a beautiful idea so I put him there.
The rest of the choices were made based on the other characters' rules and my opinions on the rooms in general. I decided to not put as many people into Room 4 as it seems less safe due to the fact there are multiple entrances for the virus to enter as well as a wide open vent. I also think no one should go into Room 1 or Room 7, if there is a lockdown then both rooms are horrible places to be in.
Lastly, I also accounted for all situations where Oooo kicks out a character:
- If Nikki is kicked out, Nikki can only go to Room 7.
- If Citrine is kicked out, Citrine can go to Room 4 or 6. Room 6 will cause no conflicts and is optimal so it will likely be chosen.
- If One-Punch is kicked out, One-Punch can go to Room 4, 5, or 6. Both Rooms 5 and 6 will cause no conflicts.
- If Phlodur is kicked out, Phlodur can only go to Room 7, and Hasty will go to either Room 6 or 7. He will most likely choose Room 6.
- If Hasty is kicked out, Hasty can only go to Room 6.
- If Blu is kicked out, Blu can only go to Room 4. This will cause Phlodur to leave to Room 7.
- If Marble is kicked out, Marble can go to Room 4 or 5. Room 5 will cause no conflicts. Blu will also leave to Room 4, causing Phlodur to leave to Room 7.
- If Cleo is kicked out, first of all, Blu will move to Room 4, causing Phlodur to move to Room 7. Cleo can go to Room 4 or 5. Going into Room 4 will cause no conflicts. If Cleo goes into Room 5, Andrus will leave. Andrus can go to Room 4 or 6. Room 4 will cause Blu and Hasty to leave. This leaves only Room 7 for them to go to as Phlodur moved there, leaving Andrus alone. Room 6 will cause no conflicts. Both the Room 4 Cleo route and the Room 6 Andrus route are optimal. Cleo could pick either room, but Andrus will most likely choose the room with Marble and Oooo in it over the room with Blu and Hasty.
- If Andrus is kicked out, this time Andrus can only go to Room 4, as Cleo is still in Room 6. This will cause Phlodur to go to Room 7, and Hasty to go to Room 6 or 7, leaving Andrus alone.
- If Cea is kicked out, Cea can go to Room 4 or 6. Room 6 will cause no conflicts.
- If Bob, Nicko, or Shetlock is kicked out, they can go to Room 4 or 6. Both will cause conflicts. If Room 4 is chosen, Phlodur and Hasty will leave, leaving that person alone in Room 4. If Room 6 is chosen, Blu will leave to Room 4, causing Phlodur to leave to Room 7, leaving only Phlodur alone. This is optimal and also more likely to be chosen as Bob, Nicko, and Shetlock are all better acquainted with Cleo and Marble than they are with Phlodur and Hasty.
- All characters could also go into Rooms 1 and 7, but I discounted those unless it was the only place they could go, as the characters should stay away from those rooms for the most part.
I feel this is the optimal layout, as out of 13 scenarios, in only 1 of them is someone other than Nikki, Nova, and/or Phlodur left alone. In addition, there is a robot in every room, meaning that we have someone who doesn't sleep in every room able to alert and wake up others. Most importantly though, in all scenarios, no one is left to sleep in the hall, and no one except Phlodur and Nikki are made to sleep in Rooms 1 or 7.

at least as far as people we can put there, but
1 - two people is actually 0, as those people will only have a few minutes and will have to leave after
People who can be alone:
Blu, Nikki, Phlodur, anyone that doesn't have a requirement otherwise
People who must be together with someone; Cea, Hasty
People who can't be in a room together to begin with:
Nikki - anyone ; Cleo - Andrus, Noverus ; Blue - I'm not making this list ; Cea - Hasty, Phlodur (in any order) ; may have neglected others.
Hasty and Blu could be put into the Office, and Hasty has good agility and could warn everyone, and/or operate a gun. Maybe Citrine too. they're all a pretty good combat setup together.
Everyone who has no requirements could be placed into storage, with a gun if we move the one in the Office.
We also need to take stock of who has what weapons, if any. Cobalt has built in weapons, so she should be fine, along with anyone who stays in the same room as her. This means that Cleo, One Punch, Bob, and a number of others could stay with her safely.
Nikki could be left to either the kitchen, the hallways, or not.
Phlodur could also be put into the cup room with Noverus. Phlodur would then need to move back to the Living Room, where just about nobody seems to ever be from my plan.
With these, nobody (except maybe Nikki) needs to be in the hallways, and even then Nikki would be able to handle himself with 10 int.

I'm voting for Almond's plan because Phlodur wallowing in trash sounds funny.
I like small puzzles like these, and you could try making them harder (i.e. people having stricter requirements in this case) in the future. Seating arrangement isn't very important, but it's still fun to figure out and failing at it might lead to some silly combinations.
