We can't really be all that organized because not everyone checks into the Eagle-Time group chat while playing. The best we can do is find a server, test it (ping, gravity, etc), then invite others in. But since our party is so large it generally alerts the valve server recommendation service that it's a good server and voila, server is filled.
The only sure-fire way to get rid of server jumping hassles, ping and occupancy is to have a private server.
If you have a better solution, by all means. But until enough folks are willing to contribute enough cash towards a private server, tough luck.
Regarding hosting a server, Dini tells me he has friends who've hosted TF2 servers before. From what I hear he's going to ask them for "bang-for-buck" tips. Renewal will be on a monthly basis financed by direct donations to the server mod or hosting service so that we don't have to feel chummed out when we get tired of the server/tf2. As far as who the moderator will be, that responsibility will go to either the most generous party or an elected representative (or two?) (for example, I'd elect Mirdini because he's alright).
