Metal Slug is probably a more apt comparison but I haven't played any of those games so 
And yeah, I'll withhold my judgment until I see more gameplay. I just love the art style though. I can't think of any other game that's used it.
The scanlines are a bit baffling - maybe they were trying to imitate the look of film grain? I dunno.
