I too ignored your post and replied to stij since I wasn't grasping quite how you wanted pokemon to progress. Pokemon is already a strategy, and mildly open world unless you want bethesda levels of such. For some reason I get the feeling you want "Fallout With Pokemon?" Sounds cool in theory, but I bet that'd be a bitch to make.
