I can tell you the background I had in mind for this place and how I would answer those questions if I were in your position, but by no means is this the final word on the matter.
The gist of it is that some terrible semi-godlike overlord in a magitech universe comes to power on this particular planet. He builds a kingdom, with him as ruler, so naturally people are going to oppose him. Rather than doing the standard send-minions-to-crush-his-enemies schtick, he decides to use them to entertain the masses and build loyalty. Cue the construction of this place. Would-be heroes are amassed here to play this game with each other and whittle down their numbers. It's almost like a Grand Battle. The losers become wax statues. Random wax statues are "activated" and come to life each game, in a quantity one less than the number of heroes playing. The woman at the beginning was just some wax construct created to explain the rules to each new group of combatants, which Bryce blew up to make Miles do the explanation.
Maybe Bryce swapped some of the statues with wax duplicates of contestants in other Grand Battles for the lols. That seems like something he might do.
