Some huge...green...plantlike...thing was leaping from rooftop to rooftop, appearing to head towards a park with a fountain in the middle.

Hm. I'd envisioned Sen as going towards the larger park, seeing as it's, well, larger, and almost directly "beneath" the "sun". Speaking of...

I'm operating under the assumption that the park Jacob started in was more or less on the opposite side of the sphere from the pylon, or at least further from it than the city hall, with the city hall being between the two. I'm basing this on the fact that he said the pylon was his ultimate destination and he was stopping at city hall along the way. Your assumption is accurate.

I had also envisioned Vexmagog as traveling vaguely towards the pylon, but I never stated it outright, and if Sen is in the direction the Vexmagog is headed and Jacob has already encountered Sen then that model does not work, since Vexmagog is at city hall right now. Ah, see, Jacob hasn't encountered Sen, merely seen Sen. Sen's a large green beast hurtling through the air, and the concave surface of the city would make such a sight easier to see from a distance.

So I guess Vexmagog is walking away from the pylon (even though he was thinking about using it to steer the colony somewhere more civilized.) So in a more-or-less linear fashion from closest to the pylon to furthest from it, we have shopping center, city hall/town square, business district, park where Jacob started. Of course there is some deviation based on the fact that this takes place on the inside of a sphere, but I can't really picture any setup that makes it work out. I think it works out better if you switch the shopping center and business districts. That way, Sen is headed towards both of the parks and away from the Pylon, making Blitz' view of "Sen headed towards the City Hall" accurate, while Blitz and Jacob pass through the Shopping District towards City Hall.

So, something like this?
