We simply wished to enshrine in official language that, as this is a project for the joint benefit of the entire Alliance, sharing of resources from the more fortunate to the less is encouraged. It is absolutely all right to not invest in the institute if you are unable to, and perfectly reasonable that your resources are taken up with the War of Reclamation."
