Note:I think this was in the introduction but here's a quick dossier
-Pre-'War' things are illegal
-They are literally underground in base
-(Not included in into: The offenders likely recruit discreetly, as no broadcast or mass media has been recovered from them, and past attempts of police following a lead from someone who was approached by a recruiter led to a tracking chip being found in a pile of ash. Current consensus is that a new lead should be established if a report comes in, and lying to them that they cannot take the case at the time. Then sending a covert agent [you in this case] to follow the lead. In the meantime you could monitor surveillance and perhaps try to see if you can go to events and draw out a recruiter somehow?)
