Forum Overhaul Fix-'em-up Jamboree

here's a couple things:

-text with a background seems to be appearing tinier than normal on mobile view in some contexts (usually when next to non-backgrounded text) (mentioned this one on discord but adding it here for tracking)
-in my signature on PC Chrome, the backgrounded text is...floating slighty?

quoted

cannot be highlighted, dunno if this one is intentional
