As seen in an above question it's not simulating an entire universe, just like how the spore game doesn't simulate the whole universe at once (it would instantly crash any computer in seconds) it just simulates what's nearby the player and guesses the rest.
In games like Skyrim / Fallout close to a 100 or even more characters can be simulated at the same time while also being in 3d (Such as when you walk into a major city). Those characters all have their own stats, inventory, and some of them even have certain daily tasks to follow that are unique to them.
It's not too much of a leap for a 2d game to do the same with slightly more advancements. The concept of simulating that much stuff is within our grasp in our current day on our modern machines.
There's a lot of weird nonsense happening in Fortuna but concept of NPCs being rendered and having daily paths, and events being guessed (or even rolled for) when you get close enough to them bit of it isn't one of them I feel.
For anyone wondering about space issues I highly recommend reading about how Spore has about 1 ~ 2 million planets without breaking computers. (Also how No man's sky has 18,446,744,073,709,551,616 planets. Both games are ones you can play offline with very little impact to your session.)
The jist of it is that it doesn't generate most of those planets and just does it when it gets to it. There's a chance that a good chunk of Fortuna planets are just randomly generated on spawn.
