She's trying to make Ngugi-Mahru looks minimally involved as possible. Otherwise, we become a threat to other nations of the world. Those are things the Queen herself can't do... but... once the sympathetic and justice-loving King is on the throne... we can improve relations with Malkin and perhaps some of those changes will be put in place, but in this case... I agree with the Queen's intended actions. A light touch is preferred, especially after how heavy handed we were last time.
