Consequences for actions is an important lesson for our TCPs to learn. The idea of punishment encourages one to act responsibly. We cannot have a repeat of Fernando simply filming the train wreck that was the fire earlier. Had it spread, much of our work would be undone, and our position rendered weak before the sight of any enemies watching.
