Oh, sorry, you did ask about that earlier and I completely skipped over it. The Miracle Men were indeed absent this time around, which is why Justice was able to outwit the scientists.
The scientists, incidentally, were working on making chimeras and fusions.
In retrospect, I'm kind of okay that we didn't see that in-comic, because doing the sprites for some of those would have been a nightmare.
