Change the subforum description

i think it does our hawk friends no good to still have Garf Month stuff in our description. if we make "all posts must contribute in some way to the goal of getting the first hawk into space, whether it be by cheering the hawk on, providing blueprints, condemning the temerity of the evil empire of the 'loon into space' loons, offering funding for hawk->space programs, etc." the description it will get us on-target
