Destiny draw: Most Foreign colonies, break ties to the left, therefore, the Voyager is the defense.
Voyager will get a new hand during the planning phase, or in the alliance phase if the Laser is an ally and uses their superflare on them.
But first....... time for the Cruise Ship to move.
