Alternative solution that actually follows the rules (unlike my last one), but is probably equally bad of an idea. Actually, scratch that. The one that breaks every rule possible is probably better than choosing this; there'd be less death that way.

Worst case scenario, I think:

1. O o o o kicks out Cea from R4
   
2. Blu leaves R4, because O o o o is there, and is stuck in the hall.
   
3. Cea goes to R5
   
4. Citrene leaves R5, because Cea is there, and goes to R3
   
5. Ha$ty leaves R5, because nobody is in Blu's Crew in there, and goes to R1
   
6. Cea leaves R5, because he is only with Cobalt
   
7. Phlodor leaves R1, because there are three people
   
8. Ha$ty leaves R1, because nobody is in Blu's Crew in there, and is stuck in hall
   
9. Phlodor, Cea, and Ha$ty continuously:
   
   1. Phlodor goes into either room 1 or 5, because there is only one other person
      
   2. Cea or Ha$ty follows Phlodor, because that's the only room with space and {Cea: Has two people} {Ha$ty: Has someone from Blu's Crew}
      
   3. Phlodor leaves that room, because there's now three people
      
   4. Cea or Ha$ty leaves that room, because there's now {Cea: Only one other person} {Ha$ty: Nobody in Blu's Crew}
10. Cleo is in the kitchen all by herself RIP
