I was counting arrows (steps in the process), of which the longest path has 8. I was also grouping each line as a single item with the tier of the highest item in it. Looking more closely, I was mistaken in both assumptions.

As I figure it (correct me if I'm wrong):

Changing the two zeros at the top to ones does not change the final product.

You're putting a lot of 0s on base items. Brass knuckles, sweater, antidote, platinum record, blindfold and ribbon hat are all base items(zeroes). Sure, they'd have to be drawn but drawn items are still base items.

Also, eyecatchers are the product of late night lady pants+eye shirt.

The tiers of the end-items except for the shoes are one tier below what you've written down because of this.
