informally it seems to work that winner gets first dibs but i guess laser saw your honest concern as weakness and launched a ruleset anyway. i do have an informal shortlist for rulesets which i consider to be like 'well if i win and i don't wanna run a ruleset i'll just give it to whoever is next on here' but that's my personal thing and nobody else has to adhere to it.

I do not know what the people on the balcony think. To be honest, when they're still smoking and chatting loudly and scraping their chairs at 2am, I'm not sure they are thinking. I suppose that does not preclude them from thinking at other times, such as 7pm, when there have been unnaturally loud snoring sounds coming from the room below them for the better part of half an hour.
