You see a frayed, icy rope which looks as thin as a string. It's better then nothing, though.

I guess so.
I toss it up so it loops around the window's latch and start climbing awkwardly, my legs dangling and numb.

About 5 feet to the window, the rope snaps in a spray of ice amd you fall back down.
(fun fact: if you fall more than 2 stories you generally break stuff)
