Been sick for the last few days, but the silver lining is that I took it as an excuse to read through the archives and finally caught up. This was a fun ride and I'm looking forward to seeing where it goes.
I didn't look much at the site comments, so I don't know if anyone else mentioned this during the planning bits, but I had a general thought for how things could eventually play out. Since this is a suggestion-driven story, I'll just toss it out here and you can think for yourself on whether it fits in with whatever you're scheming for later.

Well, the first thought I have for why the envelopes are from the Moment is "stuff from the Moment inherently stays in other timelines".
But if that was it, then once you realized the Moment was shrinking, couldn't you get around the limits by taking a bunch of empty envelopes from a store further away from the center and stashing them somewhere?
Bina, are you breaking down that wall to get colored envelopes?
