There's a force/energy that permeates all of Hawkspace called the Etheric Type. Concentrations of the Etheric Type can vary between regions. Both the birds would occupy the rank of Overdeity, they never, ever interfere in each others business otherwise it would completely jeopardise all of reality as we know it. It is unknown whether other beings besides the Eagle and Hawk exist in the void but not outside of possibility.

Hmm, now to think of some lower ranking deity pantheons for the Hawkspace islands, there's probably going to be a lot. So go hogwild I guess.
