There should probably be a non-participant judging potential rulesets for this one, just to be safe.
The main reason the main thread gets so ridiculous is that every host has to make their own judgements on whether a ruleset is reasonable. This is how we end up with things like Fingertips, because you can't get a second opinion on if it makes things too hard until you actually go ahead with it.
